Outreach Coordinator, WCRP
Program Locations: San Juan and Naguabo Puerto Rico

HF has maintained operations in Puerto Rico since 2018, shortly after Hurricane devastated Puerto Rico. The Whole Community Resiliency Planning (WCRP) is a project of Puerto Rico Department of Housing to execute a participatory planning process that facilitates the development of community scale resiliency plans that present holistic solutions to strengthen the community capacity to prepare, respond, recover and resiliency in the face of disasters. As a participant, Hispanic Federation aims to work with communities in San Juan and Naguabo to identify vulnerabilities and resources available to produce long-term resiliency while addressing the impacts still present following Hurricanes Irma and Maria.

Who We Seek: Hispanic Federation (HF) seeks an Outreach Coordinator to work on HF’s Puerto Rico office. The Coordinator will work closely with HF staff, local stakeholders, and community members in Rio Piedras and Naguabo in the implementation of the Whole Community Resilience Planning (WCRP). The Outreach Coordinator will coordinate local outreach efforts for the development of a Community Resilience Plan in collaboration with Project Managers. The Outreach Coordinator will convene local stakeholders, community members, and project team members to ensure successful plan development and implementation. Additionally, the Coordinator will organize and support in supervision of community canvassers who will be working in the same communities.

This position is time limited to the time of the implementation of the WCRP Program and is set to expire after twelve (12) months ending May 10, 2024, with a possibility for extension. Employment is anticipated to start on September 13, 2023.

Additional Job Responsibilities:
  • Identify key stakeholders, community members with HF team, and organize and coordinate planning meetings with project team members.
  • Promote engagement and participation of residents and relevant local stakeholders in the planning process.
  • Support the development of plan deliverables, including surveys, reports, and presentations with HF team members.
  • Execute data collection and analysis and additional key activity tasks as instructed by the program managers.
  • Facilitate communication and coordination between project team members and local stakeholders.
  • Maintain project timelines and ensure timely completion of tasks.
  • Collaborate in the compilation and analysis of related data to community resilience, including community demographics, natural hazards, and infrastructure vulnerability.
  • Collaborate in the development of outreach materials and strategies to promote community resilience planning efforts.
  • Work with project team members to identify and address potential barriers to community participation in the planning process.
  • Assist in the maintenance of project records, including meeting minutes, correspondence, and project documents.


Skills and Qualifications:

  • Experience working in community engagement and outreach, preferably related to emergency management, disaster resiliency, urban planning, or relevant experience.
  • Strong organizational and project management skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Microsoft Office (specifically Word, Excel, and Outlook) and internet research and review.
  • Experience with supervision and program management is a plus.
  • Knowledge of community resiliency planning, disaster risk reduction, and emergency management principles and practices.
  • Ability to build strong relationships with community members and stakeholders.
  • Ability to travel, as needed, to different communities is an asset.
  • Experience with data collection, analysis, and reporting is a plus. COVID-19 Vaccination

Compensation and Benefits: Compensation for this position is based on hours worked. The maximum hours allowed to work up to 40 hours per month at a rate of $20.00 per hour. The distribution of work hours will be according to the needs of the program and under the supervision and approval of the Gant/Program Manager.

This is a part-time position with some flexibility in the work schedule. Some evening and weekend work may be required. The Outreach Coordinator will report to the Program Manager and work closely with other project team members. The position may require some travel within the local community.
