Hispanic Federation (HF) is the nation's premier Latino nonprofit membership organization. Founded in 1990, HF supports Hispanic families and strengthens Latino institutions through grantmaking and direct services in the areas of education, health, immigration, civic engagement, economic empowerment and the environment. Hispanic Federation’s Puerto Rico Office operations in 2017. Since then, over $51 million dollars have been invested in community outreach projects, programs, and initiatives on various topics such as: renewable energy, agriculture, food security, housing, community development, local economic development, health, public policy, and advocacy, among others. Throughout HF’s long history, and particularly in Puerto Rico, the organization has been proactive in identifying, sympathizing, and supporting communities in emergencies and recovery processes.


HF PR has awarded more than 350 grants to over 141 non-profit organizations, supported the installation of over 250 solar energy systems, strengthened more than 2,500 micro-entrepreneurs, farmers, and fishermen, and awarded over $2.5 million in direct financial assistance. to individuals.


Who We Seek


Hispanic Federation (HF) seeks a Community Development and Planning Manager in HF’s San Juan, Puerto Rico office. This position will oversee HF’s portfolio of existing grants, programs and policy related to community planning and development. In recent years, HF has worked on housing, land use planning, disaster recovery,, transparency, and public participation and other urgent and emergent policies in Puerto Rico. In addition, this position will help identify new initiatives/local organizations we can support and collaborate with in the sector and help develop HF’s PR policy positions and advocacy related to these areas (both local and federal). The ideal candidate will have both program/project management and policy/advocacy skills related to these areas.


This position will report directly to the Puerto Rico Chief Director and works under the supervision of the Senior Director of Policy and Advocacy.


Job Responsibilities:


Program/Project Management

  • Serve as primary liaison between Hispanic Federation and sector related grantees and other partners; maintain regular communication with and site visits to grantees and partners to provide oversite, monitoring, and evaluation, and identify opportunities for collaboration and/or additional support in collaboration with the Grants and Contracts Manager and other program staff.
  • Oversees and monitor project implementation and performance of assigned programs and fulfillment of project deliverables through an adaptive, agile, and evolving project management methodology.
  • Identify new opportunities for HF grant-making and philanthropic partnerships.
  • Ensure compliance with all reporting requirements.
  • Prepare funding packages and programmatic reports.
  • Maintain electronic and hard-copy files of all documentation.
  • Maintain accurate records and provide timely financial and program activity reports on grants and program initiatives.
  • Provide regular updates and reports on grantee progress to HF development team and other relevant staff.
  • Assist with donor relationship management including reporting and site visit coordination.
  • Provide support to other HF program, events and activities as needed including the possibility of responding to natural disasters.

Policy and Advocacy

  • Research, analyze, and remain informed of relevant programs, policies, and advocacy (federal and local) in the areas of planning and community development.
  • Advise HF on and develop sector related policy positions, advocacy strategies and participate in/lead campaigns.
  • Draft and edit HF sector related policy and advocacy documents, reports, and strategies.
  • Discern strategic opportunities for HF participation, collaboration, and partnerships.
  • Build, coordinate and facilitate multisector coalitions and other spaces for collective action.
  • Develop strategic relationships and represent HF with government and elected officials related to the policy area.


Skills and Qualifications:

  • Bachelor’s Degree minimum, master’s degree in planning or JD preferred.
  • Minimum of five (5) years relevant and professional experience, at least two (2) years of  working in Puerto Rico.
  • Ability to work well with a diverse group of organizations, individuals, and sectors.
  • Preferred candidate will have nonprofit and community experience.
  • Exceptional research, analytical and writing skills.
  • Demonstrated capability to effectively communicate orally and in writing at a variety of levels, and with diverse audiences including media.
  • Ability to effectively manage a wide array of tasks, projects, and responsibilities with attention to detail.
  • Experience collaborating directly with diverse sectors including communities, government, and private sector.
  • Direct experience facilitating and mediating complex multisector stakeholder’s spaces and dynamics.
  • Self-starter and independent worker with ability to prioritize work and meet deadlines including under remote supervision.
  • Demonstrated team player and collaborator capable of adapting to shifting needs and priorities and working under different leadership styles and environments.
  • Experience working with federal grants is a plus.
  • Flexibility to work weekends and out of traditional work hours as needed.
  • MS Office - fully proficient in Excel, Word, and PowerPoint

  • Fluent speaking and writing skills in English and Spanish
  • Must have a valid driver’s license and ability to travel regionally for program purposes around Puerto Rico.

Compensation:

Salary range for this position is $55,000-$65,000 and commensurate with experience. Compensation comes with a robust benefits package with fully paid medical, dental, and vision insurance, 403(B) retirement plan (including eligibility for a company match), and access to flexible spending and additional benefits.

 

Full- time regular employees are also provided with fifteen (15) vacation days and 12 days of paid sick time.
