Position Overview

NAIS is seeking a senior Technical Application Subject Matter Expert to support the sustainment, integration, and continued development of mission-critical federal health information systems.

The Technical Application SME will provide senior technical leadership across application development, systems analysis, database technologies, data architecture, data warehousing, testing, networking, integration, and production support. The position will work closely with functional SMEs, government stakeholders, cybersecurity personnel, and multidisciplinary engineering teams.

This position is designated as Key Personnel. Employment is contingent upon contract award, customer approval, and successful completion of applicable security, suitability, and onboarding requirements.

Responsibilities

• Provide senior technical guidance for the sustainment and enhancement of enterprise health applications.
• Translate functional requirements into secure, supportable technical designs and implementation approaches.
• Advise teams on application architecture, software design, business logic, databases, data models, interfaces, and data-processing workflows.
• Support requirements analysis, system design, development, integration, testing, deployment, and production-readiness activities.
• Evaluate proposed technical changes for feasibility, interoperability, performance, security, maintainability, and operational risk.
• Guide integration among applications, databases, data repositories, analytical environments, external systems, and medical devices.
• Support database design, administration, engineering, performance optimization, backup, recovery, and continuity activities.
• Support data architecture, data-warehouse management, data validation, transformation, reporting, and analytics.
• Advise on the integration of occupational and environmental health exposure information into enterprise data repositories.
• Support application and database troubleshooting, defect resolution, incident response, outage management, and production operations.
• Participate in technical reviews, code-quality reviews, test planning, release-readiness assessments, and risk-management activities.
• Support interfaces that transmit clinical data from diagnostic equipment, including audiometers, into enterprise systems.
• Coordinate technical activities across developers, systems analysts, database personnel, data engineers, testers, network specialists, cybersecurity staff, and functional SMEs.
• Develop and maintain technical documentation, architectural materials, interface specifications, data documentation, operating procedures, and decision records.
• Communicate technical risks, dependencies, alternatives, and recommendations to program leadership and government stakeholders.

Required Qualifications

• Senior-level experience supporting enterprise information technology or software-development environments.
• Demonstrated experience in one or more relevant technical disciplines, such as application development, systems analysis, database administration, database engineering, data architecture, data warehousing, networking, or software testing.
• Knowledge of software-development lifecycles, application functionality, business logic, databases, data processing, interfaces, integration, and production support.
• Experience analyzing complex technical problems and developing practical, supportable solutions.
• Experience collaborating with multidisciplinary software, data, infrastructure, cybersecurity, testing, and mission teams.
• Strong technical-writing, documentation, analytical, and communication skills.
• Ability to explain complex technical matters to government leaders, mission users, and nontechnical stakeholders.
• Ability to satisfy applicable federal suitability, security-clearance, system-access, and onboarding requirements.

Preferred Experience

• Senior-level experience supporting occupational and environmental health, military health, medical-readiness, clinical, or comparable federal health systems.
• Knowledge of occupational and environmental health business practices and exposure information.
• Experience with the design, architecture, data models, and integration of defense health or exposure information.
• Experience supporting application development and systems analysis for mission-critical enterprise systems.
• Experience as an Application Developer, Application Systems Analyst, Systems Analyst, Database Administrator, Database Engineer, Database Specialist, Data Architect, Data Warehouse Specialist, Network Specialist, or Test Engineer.
• Experience with relational databases, data repositories, data warehouses, ETL or ELT processes, reporting, analytics, and data-quality controls.
• Experience with APIs, enterprise interfaces, interoperability, and secure data exchange.
• Experience integrating medical devices or diagnostic equipment with enterprise applications.
• Knowledge of protocols and data-capture interfaces used to transmit clinical data from audiometers or comparable diagnostic equipment.
• Experience supporting development, test, staging, and production environments.
• Experience with Agile, Waterfall, or hybrid software-development methodologies.
• Experience supporting release management, configuration management, testing, defect resolution, deployment, and production operations.
• Experience working within Department of Defense or other federal information-technology environments.

Work Environment

The place of performance is associated with Falls Church, Virginia. The final onsite, remote, or hybrid work arrangement will be determined by contract and customer requirements.

The position may require collaboration with geographically distributed government, military, clinical, cybersecurity, and engineering stakeholders. Occasional travel may be required based on final program needs.
