Program Manager (Key Personnel)

Location: Philadelphia, PA (95% onsite at NSWCPD, 5% contractor facility)
Clearance Required: Active SECRET clearance at award; U.S. citizenship required
Contingency: This position is contingent upon contract award.

Overview

We are seeking a Program Manager to lead our Navy cybersecurity support contract at the Naval Surface Warfare Center Philadelphia Division (NSWCPD). This role is a Key Personnel position and serves as the primary point of contact with government leadership.

Responsibilities

  • Lead program execution across all Information Systems Security Engineering (ISSE) and cybersecurity support tasks.
  • Manage a diverse team of ISSE II/III personnel and subcontractor staff.
  • Oversee Risk Management Framework (RMF) lifecycle, including Assessment & Authorization (A&A), IATT, ATO, and DATO packages.
  • Ensure compliance with Navy/DoD cybersecurity standards, Controlled Unclassified Information (CUI) handling, Naval Nuclear Propulsion Information (NNPI), and SIPRNet security requirements.
  • Coordinate deliverables (CDRLs), including status reports, personnel rosters, and system security documentation.
  • Provide program-level risk management, metrics, and reporting to Navy stakeholders.
  • Ensure compliance with OPSEC, training, and clearance requirements.

Qualifications

  • Education: Bachelor’s in Computer Science, IT, Engineering, or related STEM field OR Project Management Professional (PMP) certification.
  • Experience: 10+ years in IT program management, including 5+ years in information assurance/cybersecurity program leadership.
  • Certifications: PMP strongly preferred; DoD cybersecurity certification (CISSP, CISM, CASP+) desirable.
  • Skills: Strong leadership, risk management, and communication skills.
