Title: Senior Aviation Military Analyst (Aviation Mission Management/Safety Subject Matter Expert)

 

Location:  Fort Novosel, AL

 

Summary: The Senior Aviation Military Analyst (Aviation Mission Management/Safety Subject Matter Expertise) supports the Army Aviation Capability Development and Integration Directorate (Av-CDID), Aviation Enablers - Requirements Determination Directorate (AE-RDD), Navigation Systems Division (NSD), at the U. S. Army Aviation Center of Excellence, Fort Novosel, AL. Summit will give preference to previously rated Army Aviators with 12 or more years of operational Aviation experience from the troop/company level through the strategic planning echelons of the Army who have an extensive working knowledge and understanding of Aviation operations and employment, mission management, safety, degraded visual environment (DVE) systems, the ACIDS/JCIDS Process, concept of operations (CONOPS) development, the capability based assessment (CBA) process, and a thorough understanding of Army and Joint Concepts, especially the Army Concept Framework.

 

 

Specific Duties:

  • Develop presentations, documentation, and executive summaries using traditional business communication practices.
  • Plan, conduct or facilitate stakeholder meetings, workgroups, telephone and video conferences.
  • Prepare and conduct information/decision briefings for Army Aviation leadership regarding Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P).
  • Perform independent work based on broad senior level guidance to produce information/white papers, concept and requirements documents, operational views, and other products within the scope of the contract’s statement of work.
  • Must be able to review and edit products to ensure they are written and formatted properly in accordance with AR 25-50.

 

Required Qualifications:

  • Former officer/warrant officer.
  • Former Army Aviator with aviation mission management and safety experience.
  • Minimum (5) years of operational aviation experience.
  • Certified Capability Developer (if not a previous graduate of the Capability Developer’s Course, the incumbent must complete the CDC within one year of hire).
  • Must complete the Defense Acquisition University (DAU) courses listed below within 30 days of hire, and prior to attending the CDC course.
    • CLM 041, Capabilities-Based Planning (Prerequisite for CLR 101)
    • CLR 1010, Intro to the Joint Capabilities Integration & Development System (JCIDS)
    • CLR 151, Analysis of Alternatives (Optional, not required for CDC effort)
    • CLR 250, Capabilities-Based Assessment
    • CLR 252, Developing Performance Attributes
    • RQM 1110, Core Concepts for Requirements Management
  • Degraded Visual Environment (DVE) Systems experience.
  • Experience in planning, executing and facilitating DOTMLPF-P assessments within Joint Working Groups.
  • Knowledge of DoD and Army Aviation Transformation.
  • Experience as a Team Lead conducting Aviation studies with experience in   developing capabilities and evaluating technologies.
  • Experience working in combat developments.
  • Experience writing JCIDS documents.
  • Experience as a direct team member in the Army Aviation Operations Capability Based Assessment (CBA). 
  • SECRET clearance.

 

Desired Qualifications:

  • Experience as a US Army, Division or Corps level planner/staff officer.
  • Experience with a team that authored a JROC approved JCIDS document.
  • Experience with concept experimentation.
  • Experience with the Experimental Demonstration Gateway Event (EDGE), Project Convergence, or similar exercises.
  • Graduate of the Army Aviation Instrument Examiner’s Course.
