Job Title: Deputy Program Manager

Position Summary
The Contractor’s Deputy Program Manager shall be on site every day during core hours. Works independently under the direction of the Program Manager. The Deputy Program Manager reports directly to the Program Manager. The Deputy Program Manager will assume all duties assigned to the Program Manager, in his/her absence. This position is responsible for supervising Site Supervisors, Supervisors, Assistant Supervisors. In addition, the Deputy Program Manager will monitor daily operations of the contract and will have the overall responsibility of managing workforce performance and be the principal point of contact for the Contractor with the Government.
Coordinate and review the formulation and finalization of contracts and subcontracts as required in coordination with Management. Ensure compliance of regulations, policies and procedures. Provide all forms of contract related support, including negotiations, contract award, administration, and closeout.
Essential Functions of the Position
- Supervising human resource employee outcomes by training, assigning, scheduling, coaching, and counseling employees; communicating job expectations; planning, monitoring, and appraising job contributions; adhering to policies and procedures
- Attending weekly staff meetings with the Unit or COR to review and plan actions concerning scheduling, priorities, and performance issues.
- Meet with the COR to resolve contract issues.
- Ensures the Government’s operational needs are being met and address any problems on site.
- Authority to discipline Contractor personnel employed under this contract.
- Meets operational standards by contributing information to strategic plans and reviews; implementing production, productivity, quality, and customer-service; resolving problems; identifying system improvements.
- Maintains customer service objectives by monitoring daily operations; resolving claims that require manual review or technical support for mail processing operations.
- Consistently reviews systems and makes necessary adjustments where needed, including resources/staffing. Researches and resolves escalated calls, review and resolve complex claims that have not been resolved by staff.
- Maintains and improves departmental operations by monitoring system performance; identifying and resolving operations problems; supervising process improvement and quality assurance programs; installing upgrades.
- In absence of the Program Manager, serves as acting Program Manager.
- Handles hiring on the contract.
- Research and prepare analysis as required.
- Assists Director of Contracts Management with contract related negotiations with the Government as well as Industry Clients.
- Review contract modifications.
- Tracks subcontractor deliverables, including Monthly Costs and Technical Reports and other contract compliance related documentation.
- Tracks subcontractor costs and invoices to ensure they do not exceed their funding obligations.
- Prepares contract briefs and coordinates with Project/Program Managers regarding contract compliance and execution requirements.
- Responsible for ensuring contract deliverables are submitted timely and accurately.
- Assist with reporting requirements such as Incurred Costs Reports
- Performs other relevant duties as assigned.
Physical Demands
- Required to walk, stand, sit, and move about the property for long periods of time.
- Ability to lift and/or move up to 50 pounds.
Required Qualifications and Expectations
- Bachelor’s degree in business, operations management, or logistics, or related field.
- Minimum of (3) years of experience within the past (10) years in U.S. Military Human Resources, with in depth knowledge of military HR systems - OR - a Bachelor's Degree in accredited university.
- Minimum of four years supervisory experience in handling time-sensitive, service-oriented functions
- Has experience supervising ten (10) to thirty-five (35) contract employees.
- Excellent managerial skills
- Excellent communication skills.
- Ability to prioritize, plan, and organize work.
- Ability to use or learn to use mail center equipment and software.
- At least three years of related experience, or equivalent combination of training, education, and experience to provide necessary knowledge and abilities.
- Must be able to travel as needed.
- Has comprehensive knowledge of the operation and use of personal computers.
- Has broad and deep knowledge of general administrative support services, business administration, and human resources management.
Work Environment
- Indoor/Outdoor; exposure to external environmental conditions possible.
- Noise level can range from minimal to intense.
Security Requirements
- Must be a US Citizen.
- Must have Secret Clearance.
- Must be able to pass a National Criminal Background Check.
