Project Manager
Summary:
Administer all services described in the Statement of Work (SOW), provided once pre-screening is complete and an initial suitability assessment is done.
Receive any complaints concerning the contract requirements, rectify the causes of the complaints, and work closely with the Contracting Officer’s Representative (COR).
Required to be on-site several weekends throughout the year, depending on training requirements.
Job Duties and Responsibilities include:
Project/Practice Management
Creates and executes project work plans and revises as appropriate to meet changing needs and requirements of the Transportation Security Administration (TSA), Federal Air Marshal Service (FAMS), Federal Flight Deck Officer (FFDO), and Canine Training Center (CTC) training.
Identifies resources needed and assigns individual responsibilities.
Manages day-to-day operational aspects of the contract and scope.
Reviews deliverables prepared by the company before passing them to the TSA, FAMS, FFDO, and CTC.
Effectively applies TSA, FAMS, FFDO, and CTC training methodology.
Prepares for engagement reviews and quality assurance procedures.
Minimizes TSA, FAMS, FFDO, and CTC training exposure and risk on contract.
Ensures contract documents are complete, current, and stored appropriately.
Has complete authorization to make on-the-spot decisions on behalf of the Contractor.
Complies with and helps to enforce all TSA, FAMS, FFDO, CTC, and Contractor policies and procedures.
Reviews the status reports of contract employees and address issues as appropriate.
Project Accounting
Tracks and reports all man-hours worked and expenses on a monthly basis through a monthly basis.
Determines appropriate revenue recognition, ensures timely and accurate invoicing, and monitors receivables for the contract.
Communication
Facilitates Contractor to TSA, FAMS, FFDO, and CTC meetings effectively.
Holds regular status meetings concerning relevant contract information and/or personnel issues with the Contracting Officer’s representative (COR).
Delivers engaging, informative, well-organized presentations.
Understands how to communicate difficult/sensitive information tactfully.

Manages day-to-day TSA, FAMS, FFDO, and CTC interaction.
Develops professional relationships with TSA, FAMS, FFDO, and CTC Instructor staff.
Communicates effectively with the COR to identify needs and evaluate alternative solutions.
Continually seeks to increase TSA, FAMS, FFDO, and CTC satisfaction.
Builds a knowledge base of TSA, FAMS, FFDO, and CTC training, organization, and objectives.
Basic Qualifications:
Master’s degree or other advanced degree and 5 years of similar experience.
Be at least 18 years of age.
Possess or be able to possess a driving license by the time of hire.
No record or conviction of drug abuse/involvement or alcohol abuse.
No criminal record except minor traffic offenses. Minor traffic offenses do not include driving under the influence.
No conviction of a felony/misdemeanor crime or domestic violence.
Speak, read, and write English at the high school level.
Must receive favorable “eligibility of determination” suitability checks through the TSA Office of Personnel Security (PerSec).
