Job Summary

Provide services and products related to designing, planning, preparing, executing, and assessing individual and collective training programs in support of the National Guard (NG) Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE) for the Army Interagency and Training Education Center (AITEC) in St. Albans, WV. Support will include training event and evaluation planning, training course development and instruction, and training evaluations. Support annual training and evaluation schedules, including providing training as Mobile Training Teams (MTTs) and staticoom instruction, training management, scenario development, exercise control and evaluations, quality assurance, and lessons learned. Provide input to the training and assessment plans to integrate requirements. Support approximately 40 collective training and evaluation events and 49 individual training courses per year.

General Job Requirements:

·         Support the collective training and evaluation events, including exercise design, scenario development, exercise, evaluation, and feedback analysis. These events usually require contractor travel to the unit’s location or to a training facility within the unit’s Federal Emergency Management Agency (FEMA) region or vicinity.

·         Pass general access requirements for military installations.

·         Be proficient with Microsoft Excel, Word, PowerPoint, SharePoint, and TEAMs.

·         Complete all training outlined in the most current Individual Training Requirements Matrix (ITRM) published by NGB-J37.

·         Have the ability to lift a minimum of 50 pounds and work in wet weather, heat, and cold.

Specific Job Requirements (each will be a different job opening):

·         Training and Development Officer:

o    Support the training plans development, training execution, and feedback analysis of the Mass Casualty Decontamination Courses (MCDC). Fourteen courses are projected per year, with 100 students max/class.

o    Support the training plans development, training execution, and feedback analysis of the Weapons of Mass Destruction (WMD) Command Post (CP) Course. Twelve courses are projected per year, with 45 students max/class.

o    Support the training plans development, training execution, and feedback analysis of the CBRNE Responder Operations Training Courses. Fourteen courses are projected per year with 70 students max/class.

o    Support the training plans development, training execution, and feedback analysis of the Extractor I Course. Nine courses are projected per year with 50 students max/class.

·         Area/Incident Commander (AC/IC):

o    Responsible for multiple incident sites during the training exercises.

o    Develop objectives for the impact areas, coordinate the development of incident objectives and strategies, allocate resources as the priorities change, and ensure incident is properly managed. Work closely with the planners and exercise directors throughout mission planning stages through execution.

 

·         Safety Officer:

o    Responsible for and work closely with the Exercise Director, Planner, and AC/IC during exercises to identify and mitigate hazardous situations to prevent and/or stop unsafe acts during training exercises.

o    Create, maintain, and ensure the incident safety plan/Deliberate Risk Assessment Worksheet is briefed to the role players prior to mission execution.

·         Decontamination Operations Support:

o    Provide instructional and exercise observer control support in decontamination (DECON) operations.

o    Support 40 collective training evaluation/events, 12 MCDCs, and 14 CBRNE Responder Operations Training Courses yearly.

o    Provide qualified DECON OCT/I representation at synchronization and/or administrative meetings.

·         Search and Rescue Operations Support:

o    Provide instructional and exercise OC support in search and rescue operations.

o    Support 40 collective training events and 9 Extractor I Training Courses in a year.

o    Provide qualified S&R OCT/I representation at administrative meetings.

·         CBRNE Assistance Support Element (CASE) Operations Support:

o    Provide instructional and exercise observer control support in CASE operations.

o    Support 20 collective training evaluation/events in a yearly timeframe.

o    Provide qualified CASE OCT/I representation at administrative meetings.

o    Provide training aids, including Glow Germ, Human and Animal Manikins, fog machines and lights/sirens to increase the rigor and realism of the training venue.

·         Command Post Operations Support:

o    Provide instructional and exercise OC support in command post (CP) operations.

o    Support 40 collective training evaluation/events and 12 WMD CP Training Courses.

o    Provide qualified CP OCT/I representation at administrative meetings.

·         Exercise Control, Design, and Simulation Support (ECDS):

o    Provide instructional and exercise observer control support in exercise control, design, and simulation (EXCON).

o    Support 20 collective training evaluation/events and 12 WMD CP Training Courses.

o    Provide qualified ECDS OCT/I representation at administrative meetings.

·         Quality Assurance, Quality Control, Safety and Analysis Support:

o    Provide quality assurance, quality control (QA/QC), and analysis support daily.

o    Ensure the organizational programs, training, and operations meets quality assurance operational objectives by estimating requirements; preparing an annual training objective; analyzing variances; initiating corrective actions; writing and updating quality assurance procedures.
