Overview of Soldier Systems Branch:

SRD Soldier Systems - Serves as the AFC and FCC requirements developer for movement and maneuver ground combat and force modernization integrator for maneuver formations. This mission requires intensive interaction with Combat Capabilities Development Command – Soldier Center (CCDC-SC), Army Test & Evaluation Command (ATEC), Department of Army (DA), Program Executive Offices (PEO), Industry, operating force MACOMs, Marines, Air Force, several acquisition communities and other Army Futures Command Centers of Excellence (CoE).  Work location will be at Fort Benning, GA. 

 

 

Basic Services: The Contractor shall provide services for analysis and requirements

determination as capability developer for modernization efforts focus on the Organizational Clothing and Individual Equipment (OCIE) portfolio, which contains over 400 items of equipment in support of AFC, FCC, MCDID and SRD at Ft Benning, GA.

 

 

Support the development, writing, staffing, and adjudication of “Soldier” JCIDS documentation to include, but not limited to Capabilities Based Assessment (CBAs), Initial Capabilities Document (ICDs), Critical Operational Issues and Criteria (COIC), Cost Benefit Analysis (C-BAs), Analysis of Alternatives (AoA), Architecture Products, DOTMLPF-P Change Recommendations (DCRs), Entry Gate Documents, Capability Development Document (CDDs), CDD Upgrades, and Organizational Clothing and Individual Equipment Requirements Documents (OCIERDs), or other applicable JCIDs defined capability document.

Contractor will:

Conduct Capability Develop of new Soldier ensemble components and systems that integrate load carriage, hydration, power and data distribution, and environmental protection enhancements, considering size and weight of the system.

Integrate signature management to obscure the enemy's ability to locate, see, hear, and monitor friendly forces in all spectrums and across all domains while maintaining the ability to maneuver freely.

Conduct capability development of lightweight, multi-purpose equipment / clothing systems.

Integrate threat / hazard / health sensing suite into uniform/ensemble equipment

Improve thermal protection of extremities

Conduct Multi-purpose Uniform modernization efforts.

Integrated power and data through clothing and equipment.

Current Portfolio Programs include: Army Combat Boot (Temperate Weather), Army Combat Pant (ACP), Army Combat Shirt (ACS),  Army Combat Uniform (ACU),GEN III Extended Cold Weather Clothing System (ECWCS), Improved GhillieSuit (IGS), Army Combat Gloves, Improved Combat Vehicle Crewman Coverall, Individual Soldier Hydration, Individual Water Treatment Device (IWTD), Sleep Systems, and MOLLE Gear.

 

Requirements:

 

·                  At a minimum hold a Bachelor’s degree.

·                  Resume showing a minimum of six years former military experience or a minimum of two years of experience as a Combat Capability Developer.

·                  Must have and maintain a Secret Clearance for the duration of the period of performance.

·                  Have basic level working knowledge of Microsoft: Word, PowerPoint, Excel, Teams, Outlook.

·                  Must complete Requirements Management Certification Training: CLR 101, “Introduction to JCIDS” and RQM 110, “Core Concepts for Requirements Management” within 30 days of start of work on contract or be Level 1 certified in Program Management or have a certificate of completion of the Army Combat Developments Course.

·                  Possess and be capable of demonstrating a working knowledge of the military historic, current and future warfighter systems that support the ABCT, SBCT and IBCT.

·                  Have the ability to comprehend the current threat environments, current capabilities, and apply analysis to communicate and address capability gaps.

·                  Have a working knowledge of lethality, mobility, tactical operations, and survivability in all weather and terrain environments.

·                  Must have the requisite analytical ability to review and provide productive input to tactical concepts, acquisition lifecycle, and JCIDs documentation.

·                  Possess or be capable of demonstrating effective Army writing (active voice, clear, concise, well organized, generally free of grammatical errors, and understandable in a single rapid reading), reference Army Regulation 25-50.
