Job Description:

Provide high quality Lessons and Best Practices (L&BP) program support to the US Army Cyber School at Fort Gordon, Georgia. Collect information on Army EW at CONUS and OCONUS events to include military operations, combined training centers (CTCs) unit training rotations, home station training, key leader interviews, post deployment collection visits (PDCV), operational and field training exercises, leader training program, and EW related forums.

 

Specific Duties:

·        Solicit and identify information needs and collection requirements related to Army EW from CCoE staff, Schools, and Cyber Capability Development & Integration Directorate (CDID).

·        Read and be familiar with all Army EW doctrine.

·        Work with CCoE EW doctrine writers to identify information needs to validate or improve EW doctrine.

·        Identify indirect and direct collection opportunities (e.g., training events, meetings, forums, and exercises) to satisfy CCoE information needs related to Army EW.

·        Develop collection plans based on CCoE EW information needs and available collection opportunities.

·        Coordinate approved collection plans with CALL and other Army collection teams.

·        Analyze information collected to identify gaps, trends, and best practices related to EW.

·        Develop, produce, and present after-action-reports, initial impression reports, and executive summaries of findings.

·        Based on validated gaps, trends, and best practices, identify and propose potential DOTMLPF-P solutions mitigate gaps and promote best practices.

·        Track implementation of approved DOTMLPF-P solutions and assess progress of implementation and effectiveness in closing validated gaps or promoting adoption of validated best practices.

·        Document collected observations in JLLIS.

·        Conduct TDY travel in support of collection events and provide trip reports when completed.

·        Monitor L&BP information originating from training centers, unit visits, Joint and Army websites, and other centers of excellence websites pertinent to cyberspace operations.

·        Disseminate observations, lessons, best practices, and TTPs through publications, online, during unit contact, at briefings, in articles, forums, and quarterly and yearly compilations.

·        Present CCoE L&BP program briefs to all levels of Soldier schools, from Initial Entry Training (IET), through Pre-Command Courses (PCC).

·        Conducts strategic-to-operational level analysis at collection events, either independently or in support of a Combined Arms Center (CAC) collection and analysis teams (CAAT) with a multi-disciplinary team of senior analysts, to identify relevant and current content, and then define and extract key tactical, operational, and strategic level observations.

·        Respond to phone calls, emails, and social media questions about an area expertise.

·        Interact with program/project manager’s CCoE organizations to include schools, battle laboratories, integration offices, Army Capability Manager (ACM), and proponent schools.

·        Create mixed-media non-doctrinal training aids and doctrine supplements (e.g., articles, handbooks, and graphic training aids, video content).

·        Coordinate with government production teams to create or modify non-doctrinal training aids and doctrine supplements for delivery via mobile applications.

·        Consult with SMEs to produce, validate, and disseminate products.

·        Provide constant support for disseminating observations, best practices, trends, and other pertinent information at the CTCs.

·        Participate in the Army Lessons Learned Forum and the CCoE L&BP-related meetings.

·        Coordinate with government technical point of contact for deliverable requirements

·        Prepare periodic status reports as required by government technical point of contact.

·        Be prepared to conduct between two and four special studies throughout the year each on a specified, focused topic.

 

Background Requirements:

·        Have a bachelor’s degree and a minimum of three years’ experience in the employment Army or DoD EW capabilities.

·        Have three (3) years’ experience and understanding of EW operations, missions, organizational structures, and employment at all echelons including Active Army, AR, and ARNG and how they contribute to Army and joint operations. Experience and knowledge of EW policies, standards, and procedures for conducting EW operations.

·        Have a minimum of three years’ experience working with software programs from Microsoft (Word, Excel, Access, and PowerPoint).

·        Experience in EW operation requirements in unilateral, multinational, and joint operations, including tactical and operational level responsibilities and procedures to ensure thorough linkage between Army and joint cyberspace capabilities.

·        Knowledge of concepts, principles, and practices for the development of military doctrine and operations.

·        Understand the structure of current and emerging Army EW formations.

·        Understand Army and Joint EW doctrine.

·        Have familiarity with available EW doctrine, training, and supplemental resources and be able to redirect Soldiers to official resources. Knowledge of cyberspace concepts, principles, and practices used in the development of military doctrine and operations.

·        Have strong writing skills and knowledge of DoD, Army, and TRADOC writing standards.

·        Have a Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility.

·        Be able to travel to attend meetings, conferences, and training.
