Position Description

Summit Technology is seeking an Exercise Manager in Anniston, AL. The Exercise Manager will be responsible for the overall contract execution of training and exercises events in the areas of all-hazards training and exercises. This position will be onsite at the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) National Preparedness Directorate/National Training and Education Directorate Center for Domestic Preparedness (CDP) in Anniston, AL. This position will report to the Project/Program manager and may be required to provide support with contract level management of large-scale teams and project planning towards the execution of deliverables. Some domestic travel may be required for this position. This position is being advertised for the purposes of a proposal.  It is contingent upon contract award or funding award.

 

In this role, you will:

  • Manage the delivery the Integrated Capstone Events (ICE) based on the approved exercise materials as directed by the Government
  • Supervise a team of instructors, evaluators, and role players to deliver exercises in support of the CDP
  • Oversee the implementation of exercises to ensure contractor controllers and evaluators are executing exercises as designed
  • Assist the Government with studies of existing facility capabilities and operating procedures to provide information and recommendations to training delivery staff or contractors on improvements of all aspects of the exercises
  • Implement mass casualty incident and first responder and receiver all hazard training scenarios for integrated exercises
  • Review, evaluate and prepare detailed written documentation such as Master Sequence of Events List (MSEL), exercise objectives and injects, exercise evaluation guides, and task organization templates, communication plans, role player characters and scripts
  • Validate role player scripts to ensure role player resources are used efficiently
  • Conduct post-exercise review and analysis for each exercise iteration and provide after-action reports that includes feedback and data from the participants, instructors, evaluators, and observers
  • Assist the Government to determine media and technology requirements to achieve exercise delivery strategies. Technologies may include tablets, simulation tools, radios, human patient simulators, and human patient simulators, patient tracking system, WebEOC, or other simulations and/or applications

Qualifications

To be successful in this role, you will have:

  • Bachelor’s degree and/or master’s degree from an accredited university, preferably in a national security, public policy, political science, emergency management, or homeland security field
  • Candidates with a master’s degree, must have 3 year of recent demonstrated experience (within the last 5 years) as lead planner in emergency management exercise design and development with a total of 6 years work experience
  • Candidates with a bachelor’s degree would require a minimum of 3 years in the lead planner emergency management exercise design and development with a total of 8 years work experience.
  • FEMA Homeland Security Exercise Evaluation Program (HSEEP) certification
  • Experience and understanding of national level policy and doctrine such as Hospital Incident Command System (HICS), the National Response Framework (NRF) and Homeland Security Exercise and Evaluation Program (HSEEP)
  • Possess a Master Exercise Practitioner (MEP) through FEMA EMI
  • Excellent analytical, communication (oral and written), research, and presentation skills
  • Strong attention to detail and organization skills and the ability to forecast cost and track key performance indicators
  • Proficiency in relevant software programs including Word, PowerPoint, and Excel
  • Candidates must be eligible to work in the United States and will be required to obtain suitability and/or a security clearance – requires U.S. Citizenship
  • Must possess a valid SECRET Security Clearance

Additional desired experience and skills:

  • Project Management Professional (PMP) certification, preferred
  • Experience as an emergency responder with experience responding to disaster incidents
  • Knowledge in emergency management and/or homeland security affairs
  • Working knowledge and experience in managing employee’s safety around hazardous material
  • Experience working at the Center for Domestic Preparedness (CDP) or similar organization
