Immediate Opening

This is a non-personal services task order that provides professional services to assist ACM ABCT in the integration of Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) improvements into ABCT formations.


Qualifications:

·         Three years’ experience conducting ABCT formation specific DOTMLPF data collection and analysis as a Soldier, Government Civilian or Defense Contractor.

·         Two years of experience in brigade-level troop leading positions or experience as a certified Professional Military Education (PME) or functional training course instructor, developer, or manager is required (two years minimum experience provides the foundational understanding required to conduct relevant DOTMLP-F analysis)

·         A bachelor's degree in technical writing, English, communications, or a related field from an accredited college or university.

·         Active Secret Clearance

Duties:

·         Collect DOTMLP-F related data from ABCT Soldiers and staff through post combat interviews, unit visits, Combat Training Center (CTC) visits, panel discussions and surveys. The contractor will also collect and consolidate data acquired by ACM ABCT members and contracted personnel supporting collection efforts. The goal of this task is to identify DOTMLP-F related issues and trends with current fielded equipment, organizational designs, doctrine and unit/institutional training.

·         Conduct analysis to develop recommended Courses of Action (COA) to mitigate contractor and/or government identified ABCT DOTMLP-F issues.

·         Develop and maintain a unit visit synch matrix that reflects unit titles, visit locations, visit date/time periods, event name or CTC rotation (if applicable) and personnel participating in the visit. Contractor will develop and maintain the sync matrix in Office Excel format and stored in a designated continuity sub-folder. Contractor will update sync matrix within 2 working days of identified changes. Contractor will brief the sync matrix to ACM ABCT staff within 90 days from start of contract and in 90 day periods thereafter.

·         Provide the expertise required to support Maneuver Capability Development and Integration Directorate (MCDID) Test and Evaluation Office's (T&EO) development and updates of their ABCT DOTMLPF assessment surveys.

·         Monitor and conduct analysis of ABCT formation staff procedures, operations, training, and leader development. This includes but is not limited to formation focused reviews of Army Tactics, Techniques and Procedures (ATTP), Training Circulars (TC), Technical Manuals (TM), Technical Bulletins (TB), Graphic Training Aids (GTA), Training Aids, Devices, Simulations, and Simulators (TADSS), Training POIs, Core Competencies Analysis, Portfolio Reviews, Gap Analysis, Science and Technology reviews, and multiple level priority lists.

·         Provide responses to DOTMLP-F collection/analysis related Request for Information (RFI).

·         Maintain deliverable products described above in the ACM ABCT designated shared drive, within this task's designated sub-folder.
