Instructor, Armor and Infantry Proponent Courses

Location: Fort Benning, GA

Summary: In support of the 316th Cavalry Brigade, employees will instruct selected classes at the MCoE based on the HQDA/TRADOC student load projections, and approved master training schedules. Services include the tasks required for primary and assistant instruction to include preparation for instruction, learning product development, conduct of instruction, counseling, and testing according to programs of instruction (POIs), training support packages (TSPs) approved and validated by the Training and Doctrine Command (TRADOC) Training Operations Management Activity (TOMA). Support is for resident and on-site training requirements (CONUS); establishes a baseline requirement as a result of on known manpower shortfalls while providing a mechanism to expand capability in support of the Training Resources Arbitration Panel (TRAP) Process.

Basic Qualifications: All personnel shall have demonstrated/ documented background experience of no less than 24 months in the application, learning product development, and delivery of instruction using Adult learning techniques. Each Contractor employee performing instruction under this task order shall meet the following minimum qualifications unless otherwise stated:

·         Delivery of military instruction (Common Faculty Development Program-Instructor Course) certified or equivalent certification [e.g., other branch of service, civilian education] within the last five years.

·         Personnel must possess minimum communication skills equivalent to a 12th grade education level, both oral and written.

·         Demonstrate expertise in writing and speaking the English language, with an emphasis on speaking publicly to both large and small groups.

·         Experience in giving briefings/presentations in front of and/or speaking informally with large/small groups of officers, non-commissioned officers, and service members.

·         Be able to meet all physical and academic requirements specific to the course of instruction as identified in the course Program of Instruction, Course Management Plan and Course instructor certification process/requirements. ·         Knowledge of current TRADOC Pamphlets 350-70-1 thru 350-70-12, Training and Education.

·         Working knowledge of Army Training, Training Management, and Training Support practices, policies, procedures, concepts, and methodology involved in Army training.

·         One year of experience with the systems approach to training/curriculum development (ADDIE) and management.

·         After award successfully pass the course certification program for the course assigned. (i.e. Contract instructors must successfully complete a class check-out (dry run) conducted by Major Subordinate Command (MSC) cadre to be certified to train Soldiers).

·         Have the appropriate Special qualifications as outlined in Attachment 5/Technical Exhibit 5– Special Qualifications- Instructor Qualification and Requirements.

·         Able to successfully attend the Range Safety Officer Training on Fort Benning with Range Control and maintain currency throughout the contract.

·         Ability to use Microsoft Office software suite - Word, Excel, Outlook, PowerPoint, Visio and Adobe Creative Suite's Illustrator.

Multiple positions listed below.  The portfolio requirements are in conjunction to the above basic qualifications.  

Reconnaissance and Security Portfolio

·         4+ years’ experience serving in R&S Formations or instructing R&S courses in DOD; preferred are personnel who have earned the ASI C6, R7, or 6B ASI

·         Served in the U.S. Military as an Officer or NCO withing R&S organization

·         Working knowledge of ATP 3-20.96. ADP 3.0, FM 3.98, FM 3-90-1, FM 3-90-2

·         Personnel supporting CLC shall have served in a Cavalry organization as a Troop Commander or Squadron S3 or XO for at least one year

Bradley Portfolio

·         2-3 years' experience serving in ABCT (Bradley equipped) formations and have earned the ASI J3 during their military service

·         Shall have served in the U.S. Military as an Officer or NCO with the MOS of 19D, 11B and hold an ASI of J3.

·         Certified on the Bradley Advanced Training System (BATS}.

·         Certified on Vehicle Crew Evaluator Exportable Packet (VCEEP} standards

·         Working knowledge of AR 385-63, DA Pam 385-63, TC 25-8, TC 3-20.31, FM 3-20.21, TC 3-20.31-4 and TC 3-20.0

·         Served as a Master Gunner at Battalion or higher level for at least one year in a Bradley equipped unit

Abrams Portfolio

·         This requirement shall have 2-3 years' experience serving in ABCT (Abrams equipped) formations

·         Shall have served in the U.S. Military as an NCO with the MOS of 19K and hold an ASI of K8.

·         Certified on the Advanced Gunnery Training System {AGTS).

·         Certified on Vehicle Crew Evaluator Exportable Packet {VCEEP) standards

·         Working knowledge of AR 385-63, DA Pam 385-63, TC 25-8, TC 3-20.31, FM 3-20.21, TC 3-20.31-4 and TC 3-20.0

·         Served as a Master Gunner at Battalion or higher level for at least one year in an Abrams equipped unit.

Stryker Portfolio

·         2-3 years’ experience serving in SBCT formations

·         Shall have served in the U.S. Military as an NCO with the MOS of 19K and hold an ASI of K8.

·         Certified on the Advanced Gunnery Training System {AGTS).

·         Certified on Vehicle Crew Evaluator Exportable Packet {VCEEP) standards

·         Working knowledge of AR 385-63, DA Pam 385-63, TC 25-8, TC 3-20.31, FM 3-20.21, TC 3-20.31-4 and TC 3-20.0

·         Served as a Master Gunner at Battalion or higher level for at least one year in an Stryker equipped unit.

Marksman Portfolio

·         In addition to the qualifications outlined above, personnel in support of this requirement shall have earned the ASI B4 (or Sister service equivalent) during their military service. 

 

Heavy Weapons Leaders Course

·         In addition to the qualifications outlined in paragraph above, personnel in support of this requirement shall have earned the ASI 11H, B8 or 2C. Personnel will have 1-2 years’ experience with the M41 ITAS, TOW Missiles, and Javelin weapon system.

Armor Instructor

·         2-3 years’ experience in battalion and small unit field-level maintenance operations while serving in an ABCT formation.

·         AOC/ MOS of 19A, 91A, 91M, 91S, 91X, Automotive Maintenance Warrant Officer (915A) and Property Accountability Tech (920A).

·         Served as a Battalion or Squadron Maintenance Officer, Sergeant or Tech.

·         Knowledge and practical application of AR 750-1, the Army Maintenance Systems and Logistical Operations; command maintenance and Organizational Inspection Program (OIP), and Global Combat Support System-Army (GCSS-A)
