Summary: Aviation Military Analyst (Utility Helicopter Subject Matter Expertise) supports Fielded Force Integration Directorate (FFID) and Army Capability Manager Directorate, Fort Rucker.  Preference is given to previously rated Army Aviators, UAS Operators, or aviation maintenance specialists and have an extensive working knowledge/understanding of Aviation operations and employment, the JCIDS Process, CONOPS Development, CBA Process, and a thorough understanding of the Army and Joint Concepts, especially the Army Concept Framework. Preference also is given to rated Army Aviation Officers, Warrant Officers and Senior Non-commissioned Officers with 12 or more years of operational experience in Aviation positions from company through the strategic planning level of the Army. Positions require knowledge of DOD and Army Aviation transformation, and require persons to have successfully completed the DAU career path training to include the following DAU courses:

·      JCIDS CLR 101, Requirements Management

·      RQM 110, Capabilities Based Assessment

·      CLR 250, Developing Performance Attributes

·      CLR 252, Market Research

·      CLC 004, Analysis of Alternatives CLR 151

Specific Duties:

·      Provide coherent presentations, documentation, executive summaries using traditional business communication mediums for senior leadership decisions.

·      Conduct Stakeholder Meetings, Workgroups, telephone and video conferences.

·      Prepare products and documentation using Microsoft Office software or other similar business software to prepare and provide briefings to leadership for decision making on Army Aviation Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities (DOTMLPF) and the costs including manning, training and equipping to implement.

·      Must be capable of independent work based on broad senior level guidance to produce completed white papers, concept papers, requirements documents, operational views, and other written products as required within the scope of the contract. Must be able to review and edit products to ensure they are written at the graduate level as normally expected of the Army Command and General Staff College (Intermediate Level Education (ILE), the Army Warrant Officer Staff Course (WOILE), or NCO professional Development courses (Senior Leaders Course (SLC), Master Leaders Course (MLC), Sergeants Major Course).

Required Qualifications:

·      Required former or current US Army Reserve or National Guard Field Grade Officer/Field Grade Warrant Officer /Senior Non-commissioned Officers (SFCCSM/CW4/CW5/MAJ/LTC)

·      (12) years of Aviation operations experience in utility helicopter formations; assault and/or general support and/or cavalry regiment.

·      UH-60A/L/or M experience required.

·      Requirement for a prior or current US Army Reserve or National Guard Field Grade Officer/Field Grade Warrant Officers is CGSC/ILE graduate or Warrant Officer Senior Staff Course graduate.

·      Prior NCOs or current Reserve or National Guard NCOs require the requisite NCO professional Development courses (Senior Leaders Course (SLC), Master Leaders Course (MLC), and Sergeants Major Course) to their qualifying rank/grade.

·      Senior or Master rated Aviator is required for former or current US Army Reserve or National Guard Field Grade Officer or Field Grade Warrant Officer.

·      (3) years’ experience working in combat/capabilities developments is required.

 

·      SECRET clearance required.

Desired Qualifications:

·      Experience as a US Army, Division or Corps level planner/staff officer desired.

·      Attack or Assault Battalion Command, S3 or XO desired. Experience as Battalion Senior Instructor Pilot (SIP) and Instrument Flight Examiner is desired.

·      Experience as a battalion Standardization Instructor (SI) is desired.

·      Experience as a Maintenance Test Pilot, Examiner, or Aircraft Maintenance/Crew Chief is desired.

·      Experience in planning, executing and facilitating Joint Working Groups is desired.

·      Experience as a Team Lead conducting Aviation studies with experience in developing capabilities and evaluating technologies is desired.

·      Direct leadership of a team that authored a Joint Requirements Oversight Council (JROC) approved JCIDS document is desired.

·      Utility aviation operational experience in combat operations is desired.
