Apply subject matter expertise and provide technical advice to a military client for the development of aviation concepts of operation (CONOPs) and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) capabilities. Conduct requirements analysis to accurately document military capabilities in the Joint Capabilities Integration and Development System (JCIDS), Joint/Urgent Operational Needs Statements (JUONS), and other rapid but non-standard methodologies for identifying and documenting required Army capabilities. Conduct and document analysis in accordance with the capabilities-based assessment (CBA) process outlined in Army Regulation 71-9 and TRADOC Regulation 71-20. Advise and assist with the evaluation of all aspects of DOTMLPF-P. Coordinate with industry and other Army agencies, including the Materiel Development, Combat Development, Doctrine Development, and Training communities to ensure systems in development meet user requirements. Liaise with other research and development agencies, other services, and industry to stay abreast of plans, projects, and technologies.

Basic Qualifications:

Completion of Capability Developer's Course

5 years of experience with aviation operations in Combat Aviation Brigades, including executing or planning manned and unmanned operational missions

Experience as a Former Officer, Warrant Officer, or Non-Commissioned Office (NCO)

Experience with executing the JCIDS process from conducting a CBA through authoring and staffing capability documents, milestones, and events

Knowledge of Army and Joint concepts, including the Army Concept Framework

Knowledge of DoD and Army Aviation transformation

Knowledge of computer operations and software, including Windows and Office

Ability to develop for and present products to senior Army leaders

Additional Qualifications:

Instrument Examiner

Possession of excellent oral and written communication skills

Introduction to JCIDS CLR 101, Requirements Management RQM 110, CBA CLR 250 and Developing Key Performance Parameters CLR 252. (Required to complete within 10 working days of start date).

Clearance: Secret
