Maneuver Requirements Division (MRD) is a requirements determination office with the M-CDID. MRD performs key roles in the Joint Capability Integration and Development System (JCIDS) process with a maneuver, mounted combat system, and Brigade Combat Team (BCT) Mission Command (MC) focus. MRD projects are aligned with the Army’s maneuver portfolio. MRD leads the assessment of maneuver and BCT mission command capabilities to identify gaps and develop integrated Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) requirements to resolve or mitigate those gaps. It supports the JCIDS Capability Based Assessment (CBA) by providing the identification of needs combining joint concepts with analysis and is responsible for the management of operational architectures. MRD is responsible for the management of the maneuver Test and Evaluation requirements in coordination with the D-CDID Test and Analysis Office (TAO). MRD is responsible for leading the determination of DOTMLPF-P maneuver force requirements, recommending priorities, documenting changes, and providing supporting analysis. These requirements result from JCIDS, Urgent Needs Statements, Operational Needs Statements, operational lessons learned, and senior leadership decisions to bring future capabilities into the force. MRD participates in Integrated Capability Development Teams (ICDT) to develop the necessary products associated with the JCIDS analysis and documentation phases. The M-CDID assesses concepts to identify gaps in required capabilities and conducts capability gap assessments for the future force. Additionally, the MRD coordinates and works closely with the various maneuver TRADOC Capability Managers (TCM), Directorate of Training and Doctrine (DOTD), the branch schools and proponency offices to fully understand capability gaps and DOTMPF-P implications of proposed materiel solutions. The intent of this contract is to provide the M-CDID with increased depth (quantity) and breadth (skills) to allow efficient and effective performance of required tasks and development of written products directed by JCIDS. This support service will supplement MRD work force with the skills required to accomplish its day-to-day mission in support of maneuver force modernization.

Qualifications:

·         Valid Secret Security Clearance

·         Perform Capability Development tasks must have a working knowledge JCIDS and its processes

·         Perform capability gap and DOTMLPF-P analysis

·         Develop, write, assemble, and staff capability requirements documents, Operational Mode

·         Summary/Mission Profile, and Basis of Issue Guidance

·         Perform Capability Based Assessment and Material Solutions Analysis

      ·         Develop Critical Operational Issues and Criteria (COIC) and Doctrinal and Organizational Plan (D&OP)

      ·         Have practical experience in the operation, employment, or sustainment of combat vehicles and mounted weapons systems such as M1 Abrams Tank, M2/3 Bradley Fighting Vehicle, Stryker family of vehicles, M113 Armored Personnel Carrier family of vehicles, HMMWV

·         Armament or TOW Carrier, Joint Light Tactical Vehicle, Ground Mobility Vehicle, Light Armored Vehicle 25, and Mine Resistant Ambush Protected (MRAP) family of vehicles

     ·         Have practical experience in the operation, employment, or sustainment of Mission Command (MC) systems such as command posts, Army tactical networks, Blue Force Tracker, Warfighter Information Network-Tactical, and various Very High Frequency, High Frequency, and Satellite Communication systems.

 

·         Working knowledge of Microsoft Windows and Office tools

 Additional Qualifications:

·         Must possess effective writing and analytical skills

     ·         Minimum of two years’ experience in Capability Developments or Defense acquisition

     ·         Defense Acquisition University (DAU) Mandatory Certifications
