The Contractor shall apply a working knowledge of the Capability Needs Assessment process and the IBCT formation in order to prepare, modify, and/or update the TRADOC CNA in preparation for the ARCIC Portfolio Assessment (APA). Contractor must have familiarity with the Army Capabilities Assessment Tool (ArCAT). The Contractor will analyze the IBCT portfolio based on the current operational environment, strategic guidance, Army planning guidance, and additional guidance in order to identify gaps in capabilities. Analysis will result in proposed DOTMLPF approaches to resolving or mitigating high risk gaps, identification of gaps that can remain unmitigated due to acceptable risk or affordability concerns, and/or propose divestments due to unnecessary redundancy. The Contractor shall coordinate with CoEs, other proponents, other TCMs, TRADOC project offices, and materiel developers relative to supporting DOTMLPF products that are key to TCM-IBCTs capabilities’ implementation, fielding, and operations.

Secret Security Clearance
Capability Needs Assessment knowledge
Expert mission command knowledge
Army Capabilities Assessment Tool (ArCAT) knowledge
Tactical Vehicle knowledge
DOTMLPF experience
Possession of excellent oral and written communication skills
Proficiency in Microsoft Office and other operational software
Time management and self-starter
