Exercise Planner- Defense Support to Civil Authorities (DSCA)

 

Provide planning and exercise development culminating with a collective training event for the DCRF Task Force Headquarters (TF HQs) (Operations, Aviation, Medical, Logistics) to exercise mission command and staff procedures. Support TF HQ participation in a Command Post Exercise (CPX) with complex exercise design, associated scenario/inject development, Observer-Controller-Trainer (OC/T) and role players (ICS and interagency) in executing domestic Chemical, Biological, Radiological, and Nuclear (CBRN) response operations.

Multiple position roles to include Project Manager, Assistant Project Manager, ICS Branch Director, Operations Section Chief, Base Support Installation representative, Mission Assignment Manager, RFI Manager, OCs, Incident Commanders, HAZMAT Specialists and White Cell players.

EDUCATION AND EXPERIENCE

Must have one or more of the qualifications below:

·        Must have a bachelor’s degree from an accredited institution. Having 24 credits of math, engineering or quantitative analysis is a plus.

·        Must possess at least 3 years of experience working on a multidisciplinary team.

·        Must have demonstrated the ability to apply analytical skills to problem solving in a military environment.

·        ICS experience in a Tier 1 incident as an Incident Commander, Operations Section Chief, Mission Assignment Manager, Request for Information Manager.

SKILLS AND EXPERIENCE

·        Must possess knowledge of the Department of Defense’s DSCA mission; force structure; tactics, techniques and procedures; and doctrine.

·        Must be knowledgeable about and can articulate accurately and completely domestic CBRN response capabilities at scenario development and planning meetings.

·        Must be knowledgeable in the Incident Command System (ICS), National Incident Management System (NIMS), and first responder operations.

·        Must have strong knowledge of exercise development and the Joint Event Life Cycle (JELC).

·        Must have the ability to coordinate with other organizations regarding exercise planning and exercise requirements.

·        Shall possess a current Secret security clearance or higher.
