Program Manager / Senior Military Analyst (Operations & Plans)
Job Summary
The Program Manager / Senior Military Analyst serves as the primary contractor lead responsible for overall contract execution supporting the U.S. Army Aviation Center of Excellence (AVCOE) G-5. This role provides strategic planning, aviation enterprise synchronization, and senior-level advisory support while overseeing contractor personnel and ensuring successful delivery of all contract requirements.
Key Responsibilities

Serve as the primary point of contact between the contractor and Government leadership.

Manage all contract personnel, quality control processes, and deliverables.

Provide strategic planning and operational synchronization across the Aviation enterprise.

Facilitate high-level forums including:

General Officer Steering Committee

Council of Colonels
-
Army Aviation Synchronization Meeting

Aviation Senior Leader Forum

Coordinate planning conferences, meetings, and strategic events.

Ensure compliance with all performance metrics, deliverables, and reporting requirements.

Provide executive-level briefings and decision support to senior Army leadership.
Qualifications

Senior military or government aviation experience preferred

Strong knowledge of Army operations, planning processes, and DOTMLPF-P

Demonstrated leadership managing multi-disciplinary teams
- Minimum 20 years of experience in Army planning, aviation operations, or similar senior military staff roles.

Active Secret clearance required
- Project Management Professional (PMP) certification is preferred.
