General Description

Performs complex administrative and supervisory program work.  Work involves establishing program goals and objectives; developing program guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests; and coordinating program activities.  Assigns and supervises the work of others.  Reports to the Director of National Service and works under general supervision with moderate latitude for the use of initiative and independent judgment.

 

Primary Responsibilities

  1. Provides day-to-day oversight, or direct project management, of OneStar’s AmeriCorps VISTA Intermediary Project in alignment with the OneStar’s mission, vision, and strategic plan. 
  2. Supervises, assigns and oversees the work of assigned program staff; supervises, provides coaching and feedback for, and meets regularly with the VISTA Program Specialist(s) and VISTA Leader(s).
  3. Manages federal AmeriCorps VISTA grant(s), including adherence to all grant requirements as set forth by the Corporation for National & Community Service; recommends updates to grant applications, performance measures, and program budgets; and leads process for grant amendments.
  4. Serves as the primary contact to AmeriCorps VISTA Intermediary Project funders and stakeholders, including the AmeriCorps Regional Office.
  5. Directly manages host site development, recruitment, selection, and onboarding processes.
  6. Maintains host site grant records in Salesforce and analyzes data from Salesforce.
  7. Develops and recommends program guidelines, procedures, policies, and rules; and monitors compliance with policies and procedures.
  8. Conducts, or oversees, monitoring and site visits to host sites; identifying any issues of noncompliance and developing recommendations for corrective action as necessary; alerting executive management immediately of any possible signs of fraud, waste, or abuse of resources.
  9. Conducts orientation and training for host sites and VISTA site supervisors.
  10. Prepares required federal reports for the management of the project.
  11. Supports AmeriCorps VISTA members during their term of service, including review of monthly reports, approving timesheets, and addressing questions or concerns that get elevated to this role.
  12. Oversees, or directly prepares, the preparation of training and operational manuals, educational and marketing materials, best practices, and public information programs.
  13. Regularly reviews AmeriCorps VISTA program area functions and operations, identifies areas needing change, and develops recommendations to improve programs or to address areas of concern.
  14. Coordinates with the Director of National Service to develop program goals and objectives.
  15. Evaluates research findings relative to OneStar’s mission, and high-quality AmeriCorps VISTA program designs and AmeriCorps VISTA program management in particular.
  16. Contribute to OneStar’s thought leadership efforts by helping to write content for publications, newsletters, website, social media, and online resources.
  17. Plans, facilitates, and represents OneStar at meetings, conferences, trainings, and/or other events with nonprofit leaders, staff, and other stakeholders, including making remarks or presentations.
  18. Supports the preparation of program budget requests.
  19. May work in coordination with the Communications Officer to implement strategies that ensure the marketing of OneStar grants and services reaches a broad and appropriate constituency.
  20. May support the procurement process for contracts with consultants or other training providers as needed; including the process by which OneStar team members and others can utilize the services of the contractors.
  21. May be assigned to cross-functional teams to support OneStar goals and objectives.
  22. Performs related work as assigned consistent with current duties and responsibilities.


Minimum Qualifications

1.    3-5 years of relevant work experience; 1 to 2 years of relevant management experience is preferred.

2.   Understanding and commitment to OneStar’s mission and strategies and to all its programs and initiatives.

3.   Understanding and commitment to OneStar’s Core Beliefs and Code of Ethics.

4.   AmeriCorps program and member management experience is strongly preferred.

5.   Personal AmeriCorps service experience is preferred.

6.   Experience working with nonprofit organizations is preferred, including faith-based and other grassroots community organizations, and/or other social service sector organizations.

7.    Must thrive in a work environment of significant growth, development and change.

8.   Willing to travel in Texas, and occasionally to other states, for host-site monitoring visits and special events (approximately 10% time).

9.   Graduation from an accredited university with major coursework in a relevant field (equivalent work experience may be substituted for this requirement).


Knowledge, Skills and Abilities Required

1.   Knowledge of best practices in AmeriCorps VISTA program and member management is preferred.

2.  Knowledge of AmeriCorps federal regulations, provisions, and other AmeriCorps VISTA-specific program directives is preferred.

3.  Ability to coach host sites, particularly related to AmeriCorps member support.

4.  Ability to research, interpret, apply and communicate complex regulations, provisions, policies and procedures.

5.  Ability to communicate effectively orally and in writing; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; and to effectively demonstrate negotiation and facilitation skills.

6.  Ability to define problems, collect data, establish facts, draw valid conclusions and provide recommendations.

7.   A strong passion for supporting a portfolio of organizations with diverse community driven missions, and an ability to work with a variety of organization types (faith-based and community organizations, state/local governments, colleges/universities).

8.   Intellectual curiosity, creativity, high-energy, persistent, quick study, positive attitude.

9.   Ability to manage multiple tasks simultaneously and meet multiple deadlines with excellent time management and organizational skills, detail oriented, and the ability to work both independently with general supervision and as part of a project team.

10.  Strong verbal and written communication skills.

11.   Excellent customer service skills.

12.   Ability to think strategically in relationship building and partnership development.

13.   Ability to lead teams where appropriate.

14.   Ability to relate to, and engender trust with people of different ages, races, ethnicities, faiths and socioeconomic status.

15.   Thorough knowledge of Microsoft Office products.

16.   Ability to exercise sound judgment in making critical decisions.

17.   Strong interpersonal skills to develop and maintain cooperative, professional and productive work relationships with others.
