RRP Consulting Engineers is seeking a dynamic and experienced Business Development Manager to lead strategic growth initiatives in the water and transportation infrastructure sectors. This role will drive sales, lead proposal development, manage key client relationships, and oversee marketing efforts across Texas.

Qualifications

  • Bachelor’s degree in Business, Marketing, Engineering, or a related field (advanced degree or P.E. license is a plus)
  • 10+ years of business development experience in the AEC (Architecture, Engineering, and Construction) industry
  • Strong knowledge of regional infrastructure markets, particularly in transportation and water
  • Established relationships with government agencies, private sector entities, and the consulting community
  • Proven success in securing public sector contracts (RFQs/RFPs)
  • Demonstrated ability to lead complex pursuits and improve win rates
  • Strong proposal strategy, writing, and presentation skills
  • Existing network of consulting firms and contractors to support teaming opportunities
  • Active involvement in professional societies and industry/community organizations
  • Self‑starter with accountability for measurable revenue outcomes
  • Familiarity with Texas public agency procurement processes
  • Willingness to travel regionally as needed

Responsibilities

  • Own and manage the end‑to‑end business development pipeline (lead → pursuit → win → enrolled revenue)
  • Identify and pursue new business opportunities in water and transportation infrastructure
  • Build and maintain strong relationships with public sector clients and industry partners
  • Serve as Key Account Manager for select clients, nurturing and expanding relationships
  • Lead proposal strategy, content coordination, and quality control for RFQs/RFPs
  • Oversee marketing initiatives and ensure consistent brand positioning
  • Develop and manage a robust sales pipeline to meet growth targets
  • Coordinate closely with technical leaders and seller‑doers to align pursuits with capacity
    Collaborate with internal teams to align business development with operational capabilities
  • Represent RRP at industry events, conferences, and networking functions
  • Monitor market trends and provide strategic insights to leadership
  • Track, report, and improve win rates, pipeline health, and revenue forecasts
  • Lead and participate in key pursuits and teaming strategies
  • Promote the company at professional associations, society meetings, and tradeshows
