Responsibilities:
- Providing subject matter expertise and support in regulatory compliance processes of NEPA, Clean Water Act Endangered Species Act, and other federal, state, and local environmental regulations.
- Assisting in the preparation of National Environmental Policy Act (NEPA) documents including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements for transportation or other infrastructure (water, wastewater, etc.) projects in accordance with Texas Department of Transportation or other state/federal agency standards.
- Performing/supporting and/or overseeing environmental technical studies and report preparation, as appropriate.
- Assisting in public and agency outreach.
- Serving as an environmental task lead which may include tracking and development of scopes of work, budgets, and schedule.
- Potentially serve as the lead Subject Matter Expert for a particular discipline
- Working with an interdisciplinary team of technical specialists
- Providing support and mentorship to entry and junior staff.
- Assisting with proposals and business development
- Stays up to date on regulatory changes and establish working relationships with regulatory officials
- Participate in client functions, trade shows and conferences
Preferred Additional Duties and Responsibilities (Depending on Technical Discipline)
- Conduct environmental site assessments (Phase I/II ESA studies, TxDOT ISAs, etc.)
- Assist and/or lead water resources and wetland delineations, biological habitat assessments and other support fieldwork activities
- Prepare exhibits and other graphic materials utilizing GIS and graphic arts software (ArcGIS, Affinity, Adobe Illustrator, etc.)
- Preparing traffic noise analyses consistent with FHWA and/or State DOT guidelines and procedures, including proficiency with TNM software and related applications
- For archeologists, fieldwork skills include pedestrian and subsurface survey, site recordation, testing and evaluation, monitoring.
- For historians, conducting historic research, conducting historic resources surveys and assessments, including site inspections, research, photography and evaluation
Qualifications:
- Bachelor’s or Master’s degree in biological sciences, environmental sciences, transportation planning, environmental planning, anthropology, archeology, history, architectural history, historic preservation, geography, GIS or similar discipline/closely related field
- Minimum 7 years of related consulting or agency experience
- Performing NEPA studies for transportation projects as environmental task lead, SME or other support role, especially for TxDOT and/or water resource related projects
- Practical knowledge and experience with environmental regulations: Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, Environmental Justice, Section 404 of the Clean Water Act, and others
- DOT experience is preferred (e.g. TxDOT, ODOT, LaDOTD)
- Competence in Microsoft Word, Excel, PowerPoint and Project, ArcGIS
- Candidate must provide research and writing examples, as applicable
Preferred Additional Qualifications
- Historian-related Candidate:
- Knowledge of and interest in historic preservation, including the Secretary of the Interior’s Standards for the Treatment of Historic Properties; experience with Section 4(f) of the US DOT Act is a plus. Meets the SOI’s Guidelines for Professional Qualification Standards for Architectural History for Historian-leaning candidates
- Knowledge of and interest in cultural resources management, including Texas Antiquities Code and other related laws/regulations
- Knowledge and familiarity with devices and tools for data entry in application interfaces and use of Global Positioning Software (GPS) technology (e.g. ESRI collector and similar)
- GIS-related Candidate:
- GISP certification is a plus for GIS-leaning candidates along with ESRI technical certifications
- For Archeology-related Candidate:
- Registered Professional Archeologist, Principal Investigator, or Project Archeologist certification/registrations for archeology-leaning candidates
- Excellent written, verbal, and interpersonal communication skills
- Strong analytical and problem-solving skills
- Communicate and coordinate effectively with the project team and clients
- TxDOT Environmental Pre-certifications depending on technical discipline potentially including, but not limited to: 1.9.1 (GIS); 2.1.1 (Traffic Noise Analyses), 2.7.1 (Section 4f – Parks), 2.7.2 (Section 4f – Historic Sites), 2.10.1 (Archeology), 2.13.1 (Hazardous Materials Initial Site Assessment), 2.15.1 (Historical Research) and 2.15.2 (Historical Surveys)
- Valid driver's license is required
