GENERAL STATEMENT:

Under the general direction of the Senior Commercial Specialist, the Procurement Specialist functions as a team member who is responsible for developing procurement and contract documents and managing procurement processes for capital procurements. This employee also supports the development of boilerplate procurement documents and contracts for competitively procured contracts. The employee works in the Capital Procurement Section, which is part of the California High-Speed Rail Authority’s Program Delivery Office, Contract Management Branch.

TYPICAL DUTIES:

Program-specific activities will include the following:

Develops procurement and contract documents for capital contract procurements.

·       Create, update, and review documents for inclusion in capital contract procurements.

·       Coordinate with functional areas necessary for development of capital procurement documents.

·       Coordinate QA/QC of commercial procurement documents.

Manages procurement processes:

·       Prepare addenda, respond to RFIs, prepare proposer communications.

·       Draft Board memoranda and supporting documents.

·       Support and assist proposers and industry meetings.

Supports development of boilerplate documents for procurement:

·       Update boilerplate documents and boilerplate document change logs

·       Facilitate and support quarterly boilerplate update meetings.

Minimum Requirements:

·       BA/BS + 4 years of relevant experience or demonstrated equivalency of experience and/or education.

PREFERRED QUALIFICATIONS:

·       Bachelor’s Degree in Public Administration, Business Administration, or a related field.

·       JD degree preferred.

·       6+ years of experience with alternative delivery of capital projects.

·       Knowledge of Federal, state, and local laws applicable to contracts and purchasing.

·       Have the ability to develop appropriate contact language that meets legal. requirements as well as the project requirements of the functional areas. Ability to work collaboratively with others in an integrated matrix organization.

DESIRABLE QUALIFICATIONS:

·       Admission to practice law by at least one state bar.

·       Two years’ experience drafting legal documents.

·       Proficiency in Microsoft Office.

·       Possess strong analytical skills.

·       Effective communication and interpersonal skills.

·       Writing, research, and personal computer skills.
