9. Duties:
9.1 Assists project staff with the prevention, management, and defense of claims including the management of issues with claims potential
9.2 Claim Prevention- Periodic monitoring of, and feedback on, the management of projects and
the administration of construction contracts
9.3 Claim Preparation- Review of the project documents and records along with other pertinent
information to support the District’s position.

9.4 Supervision
o Coordinates and provides leadership for claims team supporting District Construction projects
9.5 Claim Management and Defense
o Reviews and analyzes project documents and records along with other pertinent information to establish support for the District’s position
9.6 Issue Management
o Assists project staff with the management of issues affecting time and cost
o Reviews drawings, specifications, submittals, RFI’s, etc., to determine issue merit
o Evaluates contractor’s standard of care in managing issues
o Evaluates issue contribution to the cause / effect of impacts such as disruption, resequencing and delays
o Recommends issue management approaches to mitigate impacts
9.8 Schedule Analysis
o Analyzes contractor time extension requests
o Evaluates entitlement to time extensions
o Evaluates compensability
o Prepares owner’s time extension evaluation alternate to contractor’s proposals
9.9 Damage Assessment
o Evaluates requests for increased, extended and unabsorbed field and home office
overhead
o Evaluates requests of productivity loss reimbursement
o Evaluates contractor’s direct cost claims
9.10 Claim Resolution
o Negotiation and mediation support
o Arbitration and litigation support
9.11 Other Skills
o Written report preparation

Required Experience:
9.12 15 years full time paid professional experience in managing a Claims Department responsible
in analyzing construction claims on large commercial or public projects or programs
9.13 Minimum of 8 years directly managing and supervising a technical team of varying skill levels
in support of construction claims
9.14 General working knowledge of the California Contract Code
9.15 Experience with Primavera 15.1 or higher
Required Education:
9.16 Graduation from a recognized college or university with a bachelor’s degree in Architecture,
Engineering or Construction Management or Law
9.17 Possession of a valid Certified Construction Manager (CCM) credential may be substituted
for the required education
9.18 Completion of 10-hour Cal OSHA Occupational Safety and Health
