Duties:

9.1 Manages and provides construction oversight to OARs.

9.2 Resolves complex construction project related issues, disputes, and disagreements.

9.3 Develops, assigns, and monitors performance of OARs relative to assigned construction projects.

 

9.4 Reviews status and overall construction project progress relative to submitted construction schedules.

9.4 Reviews change orders from all construction projects and assesses their impact on the District.

9.5 Assists Regional Directors and other Facilities management staff with bid and contract planning.

9.6 Assesses bid specifications for District need and probability of completion under stated timeline.

 

9.7 Reviews status and monitors variances of the construction project database relative to scheduling

and cost control reporting.

 

9.8 Reviews and verifies submitted applications for payment and performs overall fiscal management of multiple construction projects.

 

9.9 Provides functional direction over areas of responsibility including construction project schedules,

cost control, dispute resolution, contract administration, and quality control.

9.10 Reviews and monitors overall administration of contracts for the architect and related consultants.

 

9.11 Coordinates program activities with other District organizational branches and departments such

as the Office of Environmental Health and Safety, Design and A/E Technical Support, Asset

Management Branch, Facilities Contract Administration, Inspection Unit, Maintenance and

Operations, and local districts.

9.12 Reviews and takes recommended actions in resolving disputes relative to construction projects.

9.13 Develops and recommends internal policies and procedures.

9.14 Performs other related duties as assigned.

10. Minimum Requirements

Required Experience:

10.1 17 years full time paid professional project/construction management experience.

 

10.2 5 years of experience in managing large programs with projects having construction values in

excess of $50 million (not cumulative).

 

10.3 5 years’ experience in educational facility construction, public works or large commercial projects

(may include projects outside of California).

Additional Preferred Experience:

10.4 Design Build Experience

 

10.5 Experience utilizing Building Information Modeling (BIM).

 

10.6 Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/or

the Collaborative for High Performing Schools (CHPS).

10.7 Experience with Division of the State Architect (DSA) construction/design processes.

Required Education:

 

10.8 Graduation from a recognized college or university with a bachelor’s degree in Architecture,

Engineering or Construction Management. OR

 

10.9 Graduation from a recognized college or university with a bachelor’s degree. Candidate must be able to complete the Certified Construction Manager credential within one (1) year of employment in the Facilities Services Division of the Los Angeles Unified School District. OR

 

10.10 Possession of a valid Certified Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI) may be substituted for the required education.

 

10.11 Additional courses in Business Administration, Public Relations, Accounting, School Finance,

Personnel Management and Communication are preferred.

Preferred Licenses and Certificates:

 

10.12 A valid Certificate of Registration as an Architect by the California Architectural Board or

Professional Engineer by the California State Board for Professional Engineers and Land Surveyors.

 

IDEAL QUALIFICATIONS:

 

·        Recent successful management of modernization and/or construction of educational or large commercial or public agency projects.

·        Strong ability to manage and oversee multiple projects simultaneously, work with different stakeholders and show effective leadership in driving projects forward as required by contract and specifications.

·        Highly qualified in technical knowledge of job, scope and sites to manage issues through close coordination with project managers and teams.

·        Ability to mentor, discipline and provide honest constructive feedback to staff to improve and perform more effectively.

·        Has a compelling understanding of the Owner processes, policies, and procedures; capable of removing roadblocks and guiding teams on important issues to keep projects moving forward.

·        Ability to maintain efficient relations with various team members, from project teams to contractors as well as executive staff; possess excellent written and verbal communication skills and ensures issues are properly communicated to upper management.

·        Priority management - possess the ability to solve multiple complex issues simultaneously with project managers and other field staff according to the critical nature of the issues, such as disputes and disagreements.

·        Long range planning skills and a look-ahead attitude to anticipate issues and resolve with urgency.

·        Proficiency in project management; capable of delegating tasks but vigilant and willing to step in when issues are out of hand.

·        Demonstrate effective listening skills - providing empathy and support to further team development and team building.

·        Flexible and ability to adapt to a fast-changing environment.

·        Ability to discern talent and assist staff in furthering skills to achieve project goals.

·        Capable of partnering with DB team, End user, M&O and all other Owner departments to achieve a timely occupancy and substantial completion.
